Roadmap for Transition to a Strengthened Parliamentary System (6 March, 2023)

As the chairs of the political parties that constitute the nation alliance, we have agreed on the Road Map of the Transition to a Strengthened Parliamentary System as follows:

1. In the Transition Process, we will govern Turkey in line with the principles and objectives of the Strengthened Parliamentary System and the reference texts we have agreed upon within the framework of the Constitution, laws, separation of powers, checks and balances, and through consultation and consensus.

2. The constitutional amendments related to the transition to a strengthened parliamentary system will be completed. They will enter into force as promptly after the general elections and as soon as the composition of the Turkish Grand National Assembly enables it to do so.

3. During the Transition Period, the chairperson of the parties included in the Nation Alliance will be the Vice President.

4. The distribution of ministries will be determined according to the number of parliamentary deputies of the political parties forming the Nation Alliance in the parliamentary general election. At least one minister will represent each alliance party in the cabinet. Policy Boards and offices within the Presidency established parallel to the ministries will be abolished.

5. Ministers will be appointed and replaced by the President in consultation with the leader of the political party to which they belong.

6. During the Transition Period, the President of the Republic will exercise his executive power and duties according to the principles of participation, consultation and consensus.

7. The distribution of powers and duties to the Presidential Cabinet (Vice Presidents and Ministers) will be determined by Presidential decree to be issued within the framework of the Constitution and laws.

8. The President of the Republic will take decisions on the renewal of elections, the declaration of the State of Emergency, national security policies, Presidential Decrees, Decrees and regulatory acts of a general nature and high-level appointments in consensus with the leaders of the parties included in the Nation Alliance.

9. During the transition period, coordinating mechanisms will be established to ensure that legislative activities take place in cooperation.

10. With the completion of the transition to a strengthened parliamentary system, the current President's political party membership, if any, will be terminated.

11. After transitioning to a strengthened parliamentary system, the 13th President and the Parliament will complete their term of office without needing a new election.

12. The Mayors of Istanbul and Ankara Metropolitan Municipalities will be appointed as Vice Presidents at a time and with a specific mandate deemed appropriate by the President of the Republic.

As the chairpersons of the political parties that constitute the Nation Alliance, our common presidential candidate for the 28th term of the Grand National Assembly of Turkey and the 13th presidential elections to be held in 2023 is Mr. Kemal Kılıçdaroğlu.
