CHP Deputy Chairman for Information and Communication Technologies Devrim Barış Çelik's Press Conference Speech Text.
Dear Members of the Press, dear citizens.
May 14th elections were completed. AKP lost the majority in the parliament, and the presidential election was left to the second round. May it be auspicious for our homeland and nation.
After the elections, there was a reshuffle in our Party. Our Deputy Chairperson in charge of Information and Communication Technologies, Mr. Onursal Adıgüzel, left his post. On May 17th, I was appointed to this position by our Chairperson, Mr. Kemal Kılıçdaroğlu, among our Party Assembly Members by our bylaws. I want to thank my friend Onursal, whom I have known since the youth branches and his team.
I also want to thank our citizens who called us worldwide to contribute to this process. We have received their criticisms and suggestions and benefited from these suggestions and complaints in managing our strategy and improving our systems. We continue to benefit from them, especially on the cyber security side.
In the last week, my teammates who managed the May 14th process and my new teammates who joined us have been working intensively, and we have made the necessary examinations. I will give details about these in a moment.
First, I would like to give information about the Republican People's Party Information and Communication Technologies Center, whose short name is BİTEM. BİTEM was established in 2010. It has eight election and referendum experiences. With its experienced staff, it undertakes tasks to facilitate the management of the Republican People's Party Organizations with the information systems we call CHP Intranet and CHP Net. It also ensures the management of elections through information systems with the election result system and the flow of data from the field on election day with our mobile applications.
In addition to cyber security measures against cyber-attacks during election periods, professional services have been obtained for network and system security. Professionals with sectoral reputations have been hired to work on network and system security, mobile applications, databases, internet infrastructures and cyber intelligence. This experienced team ensured the systems ran on four different data centres simultaneously. It tested these systems many times, completed penetration tests, performed load tests 50 times the size of the possible election traffic, and identified and solved the problems that arose or may arise during the process one by one and prepared them for the election day.
On Election Day, our election system worked without any vulnerability and various band-narrowing attempts were detected and resolved in advance. Cyber attacks were immediately eliminated. I want to take this opportunity to thank my colleagues for their efforts.
Our electoral system marked the differences between the YSK and the Supreme Electoral Council based on ballot boxes, allowing objections to be made quickly.
The essence of our election system is ballot box security.
The election process is handled in three stages in our Party, as in many political parties, and the processes are managed accordingly.
1- Pre-Election
2- Election Day
3- Post Election
Before the elections, the appointment and assignment of the members of the ballot box committee and observers and their training by our Party School. The appointment and training of School IT Officers can be given as an example.
On election day, the safe realization of the voting process and the receipt of the Wet Signed Minutes.
After the election, the School IT Officers transfer the election results to our headquarters, deliver the Wet Signed Minutes to our district chairs, identify the differences between the minutes, if any, and initiate legal processes.
After the voting on May 14th, our system detected differences between the wet signed ballot box result minutes and the votes entered into SEÇSİS by the Supreme Board of Elections.
It was determined that the votes of our chairman and presidential candidate, Mr. Kemal Kılıçdaroğlu, as well as the votes of our Party and our alliance, were incorrectly entered into the system of the Supreme Board of Elections. Our election system warned us in all of these ballot boxes. Some of these were one vote, and some were 100 votes.
Of the ballot boxes with differences against us, 2645 were corrected with our organizations' objections. In other words, with the objections of our provincial and district presidencies, the difference against us in 2645 ballot boxes was eliminated.
In the other ballot boxes, our district election board members corrected the difference directly at the election boards. Our board members eliminated the differences against us with "correction and audit minutes".
I would also like to give information about a public expectation.
Both in the media and social media, there is an expectation that the Republican People's Party will publish an election monitoring screen like a news agency or a media organization. Political decision-makers and party spokespersons use our election monitoring screens to inform the public.
Political parties must still publish an election monitoring screen or one in this election. However, since political parties prioritize ballot box security, they can open screens for the public to check the results at the ballot box where they voted.
That night, we opened the sts.chp.org.tr page so that our citizens could log in with their TR ID number and check the wet signed report of the ballot box they voted in and the result from the YSK. Unfortunately, this page experienced slowdowns due to excessive demand.
Since the day we took office, we exchanged ideas with Turkey's respected experts on the technological infrastructure and system architecture used in the first round of the election. We took action on all the suggestions received.
We updated our system architecture with new-generation technologies to increase data security and data speed. We also updated our ballot result tracking system by integrating artificial intelligence technologies into our system for instant analysis of ballot results.
Experts are currently testing our updated technological infrastructure in the field. For the sake of system security, it is not appropriate to disclose all technical details at this time. However, all our citizens can rest assured about the Republican People's Party election system.
It should be remembered that the election is not the system but the wet-signed minutes for political parties.
Erdoğan and the AKP, the Party of the single regime, did not receive a vote of confidence. As a result, the presidential election was left to the second round.
This election is new.
So the match is 0-0.
We have taken the necessary measures for election security. So, come to the polls, cast your vote and leave the rest to the Republican People's Party and the Nation Alliance.
